Before this goes national: three decisions have to be made by a person, not an app — who receives host applications, where chapter records are stored, and who is responsible for calling a new host back within 48 hours. Until those are answered, this console runs entirely on the organizer's own device: use Backup to save a file and Restore to move it. An application nobody reads is worse than no application form at all.
